Yes that's correct, you can use DS100DF410 to interconnect XFI and SFI interfaces.

I see, DS100DF410 is a retimer to compensate PCB loss, not a protocol converter used to convert XFI to SFI.
If our PCB trace is short and PCB loss is very low, then SFI and XFI can interconnect directly. Is that true?

Data can be passed directly between XFI and SFI interfaces without any decoding or reencoding. XFI and SFI have different min/max electrical limits for high-speed electrical parameters, which means they can't necessarily be interconnected directly even with low insertion loss, although it may be possible. A retimer can be useful to improve signal integrity to meet the specs of both interfaces.
I suggest taking a look at the 10G XFI and SFI specifications.
