When you say "enough low," do you mean a strong enough pull to GND such that it is greater than 6 mA?
To answer part of your question directly: yes, multiple INH pins which share the same VBAT/VSUP level are able to be connected together. They operate in an open-drain (or high-side switch style) configuration. Thus, they'd be in parallel to GND.
Generally, for pull-downs on INH, we recommend something like 100kΩ as a pull-down to GND to make the INH edges quicker. What sort of load are you looking to apply?

From your description, yes, this should work fine. No need for an external logic device for this configuration. INH can only drive HIGH but cannot pull to GND; only the external 50kΩ pull-down resistor will do this.
