DS160PT801: Support for Independent Clocking from EndPoint

The Datasheet of DS160PT801 shows a diagram Figure 8.9 where it shows that Independent Clocking of retimer with the Refclk from an End Point is not supported. Can this limitation be explained ? What is the difference between the retimer clocked from Root Complex vs. End Point provided both clocks are PCIe compliant w.r.t stability ? The retimer theoretically should not know the difference, correct ? Assuming enough SKPOS rate is programmed. Please help clarify why connecting the clock from end point is a problem.
