What is the appropriate operating voltage for the RS232-TX, RS23-RX, RTS, CTS, and ESD devices of this chip?

See the RS-232 specification. A receiver must accept voltages between +3 and +15 V for space, and between −15 and −3 V for mark. The driver typically outputs ±5.4 V.
The ESD rating is ±15 kV HBM.
