DP83822I: Ethernet XCVR is intermittent.

We're having intermittent issue with the Ethernet XCVR. Applied 25 MHZ oscillator on pin 23. The PN of the Ethernet XCVR is DP83822IRHBT.

Pins 2 (TX_CLK), 23 (XI) and 25 (RX_CLK) probed with an oscilloscope. In the failed state no clocks were observed on pins 2 and 25.  The oscillator input on pin 23 was present and measured at 25 MHz’s. When the unit was probed in the working state pins 2 (TX_CLK), 23 (XI) and 25 (RX_CLK ) displayed good clocks.  At this point we believe the issue is within the TI Ethernet transceiver.

    How often does the PHY failed state occur?

    If there is no output clock when valid input clock is present, I suspect the PHY is either not powered or damaged.

    To confirm if it is powered, please probe voltage across RBIAS resistor (should equal ~1V)

    To confirm if it is damaged, please perform an ABA swap of the PHY with another board.
