The test found that there is signal input in Pin12/13, but no signal output in Pin17/18. After replacing the chip, the recovery is abnormal. Please kindly check the cause, thank you

I do not understand what you mean with "recovery" and "abnormal". Please show oscilloscope traces of the input and output signals, and include the voltages at pins 3/7.

Please configure your oscilloscope correctly; this looks as if you're using a ×10 probe with a ×1 input.

The charge pumps appear to work correctly, but the output is near GND. Is there anything connected to either connector? Are the voltages measured at pins 1/14/20 what you expect?
