I want to write firmware to NOR flash.
I tried to write it with Flash Burner, but it is not a software that can write to NOR flash alone.
I checked the user's guide of Flash Burner, and it seems that identification data is written before the firmware.
Is it possible to receive firmware that includes the identification data as well?

By identification data, do you mean the USB descriptors?
You can edit the descriptors directly in the FlashBurner software.
..and then export the firmware data to a file as shown in Section 4.8.

I'm asking to read and follow TUSB9260 Flash Burner - User Guide (Rev. D), and see if there is an issue.
Section 4.3 shows how to edit the descriptors to the desired value.
Section 4.8 shows how to export firmware data with the descriptors.
Section 4.2 step (f) shows how to import a firmware file generated by the export button.
Section 8.2.2.4 in TUSB9261 USB 3.0 to SATA Bridge datasheet (Rev. I) shows the SPI flash requirements. Hopefully the NOR flash meets these requirements, if it does and it fails the test then we may need to update the datasheet.
