TXS0108E-Q1: TXS0108E-Q1 level shift output failure

Tool/software:

We use level shift TXS0108EQPWRQ1 in ADAS product, which was monted in cars or buses.

In my design a MCU control the device via TXS0108, MCU is 3.3V system and device is 1.8V system.  The device requires voltage low during boot procedure, we use a pull down resistor in level shift output pin.

B5 is measured with 3.3V, A5 is measured with 1.4V.   OE is 1.72V

When i measured the level shift output pin A5 , the highl  evel voltage is not 1.8V but 1.4V , some devices is only 1V, this means this level shift enter OD mode, i think this is the root cause of this failure. 

In the TXS0108 datasheet, this level shift IC support push pull output. How could i set this level shift to push-pull mode?
