TSWDC155EVM: TSWDC155EVM and ADC3683EVM JTAG does not connect

Dear Texas, 

In order to test the ADC3683 for my application I have order the control board: TSWDC155EVM and the ADC3683EVM. I ordered them on one of your supplier, and the ADC3683EVM seems to be the previous version (Ref 8260400012). 

I followed the different hardware and software document. I am facing an issue when launching the software: 

This issues seems to be related to the fact that FPGA JTAG links does not seem to connect. 

 

If I look at the JTAG link, the VREF pin does not seem to be to any voltage, hence I am not sure everything is well powered. By looking at the difference of boards with documentation, I see that +12V is not provided by the ADC3683EVM, hence I fear that FPGA is just not powered. 

Should I powere it through J6 then ? (See attached picture).
