Hello,
I have a question about TL16C550D.

About chip select terminals (CS0, CS1, /CS2).

Is pull-up resistance at the IC outside necessary?
In addition, is there a resistance element in the IC inside?

    CS0 and CS1 do require to be pulled high, /CS2 do not need pull-up resistor . I will confirm your second question with design team.

    In a typical application, we expect the CS pins to be driven by an address decoder. However, to prevent the input pins from floating in the event nothing is driving them, it is good practice to use external pull-up/pull-down resistors. Since this is a legacy part, I cannot confirm that there is an internal resistance in the IC, so I advise to stay on the safe side and populate an external resistor.
