Q1.What's default status of TCA6416 & TCA6424 P00~PXX? High or Low?

Q2. If we reset the chip, What's status of TCA6416 & TCA6424 P00~PXX? High or Low?

    Hello Hugo,
    The default states of the ports are that they are configured as INPUTs (high Z), this is for both TCA6424 and TCA6416. High or Low state is dependent on what is induced on the pin, be it by leakage or a pull up or down resistor. When you reset the parts they go the default, these parts do not have non volatile memory.

    Also, is there are reason you aren't using the TCA6416A and TCA6424A versions? These are enhanced parts and have fixes for the errata's that are stated in each respective datasheet.
