Is difference between TPS2540 and TPS2540A only tDCPLOW?

Is TPS2541A same situation, also?

Yes. tDCPLOW is the difference.

Yes same for TPS2541A. The difference between the 40/40A and 41/41A is the 41/41A implement a DSC pin to discharge the capacitor on VBUS.
