Hi Jim,
The LOS pin is a "Loss Of Signal" indication. The default setting for this pin is to monitor the Channel A input.
The LOS pin is open drain and requires a resistor pull up to achieve a VOH.
With a signal the output will pull low.
With no signal the output will go hi-z and allow the resistor to pull up the voltage on LOS.

Yes, it is an output so it is okay to leave the pin floating.
This pin has been used in SFP+ and QSFP applications
