    Brian,

    Do you mean when the abnormal communication happens, the voltage level of A/B are not big enough therefore the receiver doesn't toggle? Does observed the behavior go away after a while or it stays? Would the problem disappear with new IC? What TVS diode are used on the pins? What's the data rate and communication distance in this application? Is there any ground potential difference between the transmitter and receiver?
