TUSB320EVM: Switch USB-C roles dynamically

In a new product design, I have a USB Full Speed peripheral on custom hardware, which will connect to a cell phone with a USB-C port.

It must operate in one of two modes.

Mode 1: Phone is host. Peripheral is connected. Peripheral supplies its own power. Or, ideally, the phone is a host and is also receiving a charge.

Mode 2: Phone is disconnected from peripheral. Phone is receiving a charge.

Can the TUSB320 chip change modes on the CC lines to accomplish this?

If not, is there some other chip that can accomplish this?

Am I better off just putting in circuitry to enable pull-up and pull-down resistors on the CC lines?

    TUSB320 is the IC you are looking for at it will allow you peripheral to be present  as a UFP, DFP or DRP. In your ideal case you would need a PD controller to complete a power role swap through power delivery communication over the CC line. In order to change port roles while the peripheral is connected the CC termination  and Vbus must be removed and then present again in the new mode.
