This device is not specified nor tested for the Vcc=0 case.
However, I have done a little research and discovered that the input channels between the DS16F95 and the DS96F175M are nearly identical.
The DS16F95 is somewhat cold-sparable.
The input structure can feed the VCC rail, so in this case a low impedance should be present on VCC when powered off to prevent back biasing VCC from the inputs. This is not high impedance, but should present the same impedance as when powered up. A cold spare device will present a load on the bus.
