I can configure the TUSB8044A in SMBus mode as slave but I was wondering whether the write can be done through the upstream usb port without having to use an external I2C/SmBus controller.

More specifically, if the chip was to receive a usb suspend command from the host would it output a status change? Based on the details below (from the TUSB8044A datasheet) I'm assuming the chip enters a suspend state when instructed by the host? I'm currently looking for a way to control power going to the downstream usb ports without having to use an external I2C/ SMBus controller.
"If the TUSB8044A is suspended (L2) by the USB host, the USB HID interface must enter suspend, but the I 2C master shall remain active while attempting to complete an active I 2C write request"

This is correct, TUSB8044A will enter suspend mode when directed by the Host. The host can also direct TUSB8044A to control downstream port power through the use of the Port_Power command. This feature is described int eh USB 2.0 specification.
