We don’t configure this TCA9554PWR GPIO pin, but the INT# still keep low by chipset.

When TCA9554 is powered on, all P-pins are configured as inputs by default. The INT# pin output is active whenever an input state differs from the corresponding Input Port Register state. It is likely that the state of the P-pins change from power-up conditions to normal operating conditions. This would activate INT#. It is recommended that after a steady-state is achieved after power-up the interrupts from TCA9554 are cleared by reading both Input Port Registers.
Do you mean to have all pins configured as inputs? Is INT# being active during this time a problem for your setup?
