Customer wants to verify the signal that is transmitted through D, by checking the receive signal at R.

When the RE line is low, the receiver's "R" output will correspond to the logic state of the bus (as per Table 2 in the datasheet). This is true whether the bus is being driven by the same transceiver or by some other node on the network. So, what the customer intends to do (verify that the transmitter is working by monitoring the R output) will work.
