Hi Kato-san,
Figure 8 could be used as long as the sink current is known. To compute the sink current, you can divide the voltage drop across the pull-up resistance (Vpullup - VOL) and then divide by its resistance. To simplify the calculation, you could initially assume that VOL is 0 V and Isink = Vpullup / Rpullup. This will slightly overestimate the sink current and thus the VOL.
