I would like to know that the Rx port can be used with 1.5V-PCML without any problems.
Have you evaluated it at TI Lab?

Hi Kenji-San,
Input or RX side cannot be used with PCML referenced to 1.5V supply. This part's input common mode voltage is about 1.9V and is typically used in AC coupled environment. Please AC couple to isolate common mode voltage on this part when driven by PCML interface. Additionally this has not been validated in TI labs.

1.5V-PCML is the Rx setting on the FPGA side.
Is AC coupling necessary even in that case?

Yes AC coupling is preferred:
1). With AC coupling we do not need to worry about power sequencing between DS15EA101 and the FPGA.
2). With AC coupling we do not need to worry about a mis-match between common mode references. This mis-match results in poor return loss and thus signal quality degradation.
