PCF8574: Source current graph(Figure 8, 9 and 10) in the datasheet

Hello,

I have a question for PCF8574.

My understanding of this PCF8574 architecture is that its high output means internal pull-up with 100uA current source and its low output means connecting to GND.
So I think the maximum source current should be less than 100uA (max 300uA) because of the internal current source.
But there are Figure 8, 9 and 10 in the datasheet which is I/O Source current vs output high voltage.




This graph shows that source current is a few 10mA. I think it is impossible to source mA order current from this architecture.
What does this source current in the graph mean?
