Hi team,

Which power rail should be powered up first, VDD or VCC?

Figure 23 is confusing, because it seems that there are not restriction.

And there is the description like below in the datasheet. Does this mean they don't need to take care the power up sequence of VDD and VCC, if OE is turned on td2(100usec min) sec after VDD and VCC become stable?

"If OE is held low until VDD and VCC become stable there is no rail sequence requirement."

    Your understanding is correct. As long as they hold the OE low until VDD and VCC become stable, then there is no requirement on VDD and VCC. We recommend having a 0.22uF pulldown cap on the OE pin,
