TCA9554: what is the power on state for IO

I fount my TCA9554 I/O (P0-P7) is High when power/on ?

is there any way to change I/O to low when power on state ?

All I/Os have a built-in pull-up resistor (see figure 15 of the datasheet).

The TCA9534 does not have pull-ups, which allows you to add external pull-down resistors.
