TPD4E05U06-Q1: TPD4E05U06QDQARQ1 Understanding Flow-through PCB Routing

Hello, my co-workers are trying to understand how the PCB routing is done when using the TPD4E05U06QDQARQ1 in flow-through configuration. We have looked at Figure 13 but have differing opinions. Is it correct in saying that the NC pins are not internally connected?

Here is how we see things:

Some say flow-through means the signal flows through the device, does this happen in this device? Does the signal flow through the device?

Some believe the proper layout is in A and other believe B is correct.

Can you please help me figure things out.
