Good day.

Is there a recommended minimum waiting time after executing “can up” or “candump” to ensure the CAN controller/transceiver is ready to function?

And whether the temperature will affect the response time of CAN controller/transceiver or not?

    The power-up time for TCAN1043 is specified as a few hundred microseconds. It's likely best to give the device a bit more time than this after power-up to allow the system to reach a steady state before beginning communication. Other mode change times are on the order of tens of microseconds and can be found in the device's datasheet. 

    However, the CAN controller is likely going to need more time than this to be ready, and thus may be the bottleneck here. As this can vary per controller, I'd advise looking at the documentation for the controller being used to get the best range.
