However, the minimum signaling rate discribed in the Application Note (SLLD009) is 600Mbps.
Which is the better way of thinking?

The maximum signaling rate described in the application note and datasheet are only typical values, since signaling rate depends on many factors (cable quality, transmission length, signal quality, etc.). To be conservative you should use the 400 Mbps value listed in the datasheet.
