SCANSTA112: JTAG MUX

I am trying to implement a configuration like the image below for JTAG.  I have a requirement to only connect to 1 FPGA at a time and there is no bus or chain on any of the target devices.

Each would be selected using GPIO lines (preferable toggle switches, not SPIbus).

This isn't really meant for boundary scans, but for programming devices.

Is the SCANSTA112 capable of this?  I can't seem to discern this within all of the talk about boundary scanning.  I considered using a few multiplexers, but I am concerned that the length after the mux is 10 inches and may need buffering.
