I would ground it to earth. You don't want the redirected current going back into your system and possibly damaging it.

Thanks for the reply. This is how I have grounded the TVS2700 on my circuit but was unsure as to what the 27V clamping voltage was with respect to. Are surges measured with respect to earth?
