Based on TI, DPHY440 supports up to 5dB at 750MHz and 2.5dB DE on its TX. Can I understand that retimer RX can compensate 5dB channel loss and retimer TX can compensate 2.5dB channel loss (processor EQ not included)?

Your understanding on the RX EQ and TX DE is correct.
Retimer RX can compensate 5dB channel loss at 750MHz Nyquist frequency.

The TX Pre-emphasis can provide 0dB or 2.5dB compensation.
