TUSB7340: Disable one Downstream, it is necessary EEPROM?

I have followed this thread:

And I have 2 questions, I have read that If you want to disable one Port you have to set the PORTx_DIS bit(s), It means you need to implement an EEPROM, right?

Other question, Why the thread creator use TPSR2084SLR, MPM3811GGZ and ADR1706ACPZ instead use TPS74401RGWT like on your Design Guide of TUSB7X20?
