TPD6F002: Ground all 3 pads on the bottom of the TPD6F002 part?

We are using the TPD6F002 EMI filter extensively in our design. The datasheet shows a ground pad in the center of the device which we've included in our library component as pin 13 which is tied to ground. There are also two smaller pads on either end of the device. Should these pads be labeled as pin 14 and 15 and also tied to ground? They are not currently on our symbol so the pads are floating.

Best practice with the TPD6F002 is to ground those two pads (as they are extensions of the ground pad), however if they are floating that should be acceptable as well. Please reference the layout example of page 9 of the TPD6F002 for best practice layout with the device.

Why have the two pads exposed? If they are part of the thermal pad they should also be labeled. Librarians creating the footprints need that kind of information to build it correctly. Is it possible to update the datasheet with information related to those two pads?
