Regarding power’s supply noise ,
Q1. What is allowable power’s supply noise for VCC pins (2, 11, 15, 21, 26, 33, 40, 46 pin) ?
(ex: 50mVpp max)

The allowable power supply noise for that device is not documented but I would recommend following the "Power Supply Recommendations" section of the datasheet that says "Use a VCC power rail able to supply 110 mA for the SN75DP139, Place four 1 uF, two 0.1 uF and two 0.01 uF capacitors under the SN75DP139 and close to the VCC pins, all connecter in parallel between VCC and GND."
