The customer input SDA and SCL signal while VCC=0V.
Does it damage the device?
Does the TCA9538 have Ioff function?

Hey Naoki-san,
This should not damage the part. The SDA/SCL pins on the device are high impedance. As long as you are not applying voltages higher than what the datasheet recommends, the device should be fine.
I am assuming the SDA/SCL pins will be tied to a pull up resistor tied to Vcc and SDA/SCL will toggle from Vcc to GND. This should not be an issue.
