However, the new project does not require dual Phyter and require Ethernet.
It is purely a signal conversion function. As shown in the figure below, please refer to RTL8211DN.

What is the recommended IC??

Why does the DP83849 not meet your needs? That is the correct phy for this application.

Only the DP83849IF has media converter support.
That is our only dual PHY available. You can use two DP83822IF PHYs in an RGMII or RMII back-2-back for copper to fiber conversion.
