If SN65MLVD206 isn't provided power supply, but there is input signal to device, will it break device? If not, can you please explain why it will break the part?

Please refer to Ia(off) and Ib(off) spec in SN65MLVD206 datasheet. If the input leakage current violates these specs then TI cannot guarantee performance of the device. If input leakage current is seen by the device on A/B pins in the off state then internal circuitry of the device ,such as Driver Output, could be damaged.
