TUSB2036: Upstream port supply DP/DM line until VBUS is present

Dear Team,

According to USB1.1 spec below, it cannot provide the power to DP/DM until VBUS is present.

But in self-powered mode, TUSB2036 will supply 3.3V on DP0PUR after reset. And it didn't check VBUS power also.

Due to incorrect behavior on DP/DM before plug-in may cause the cable discharge event on USB port.

Could you please help to clarify this problem?
