MAX232: Selection of the capacitors

It says we can connect C3 to both Vcc and GND. What difference does it make in the working of the total system?
Theoretically connecting C3 to Vcc or GND doesn't have any impact on the system. The reason is the charge pump output is the same by either way. You can refer to this blog for the details of the charge pump. The comments about C3 connection can be found in the paragraph between equation (2) and (3).
