I had trIed to add 10pF decoupling caps on each of the signal lines (TD+/-, RD+/-) closely to the RJ45, it did not work..

Hi,

The ICM you're using has CMC on the cable side (connector side). Did you try the CMC on the device side, i.e. between the TLK105L and transformer?

For example, this one has the CMC on the device side: productfinder.pulseeng.com/.../HX1198FNL.pdf

The reason of the behavior is that the signal is looped back between TD and RX when the device is powered off. The switch you use might be very sensitive to the looped back signal and still claim the link. Other link partners may or may not have the link in this scenario. You can also try longer cable to see if the problem still happens.
