TUSB9261: The LEDs are lit, but nothing else working :(

Dear Team,

I'm using TUSB89261 device in my new design.

It seemed everything is okay when I turned on the power supply at the first time.

The VDD11 and VDD33 are present at the "same" time - I'm using power good pins in the power supply, so all of the outputs are disabled until any other is not ready.

The current consuption was around 120 mA

After power on, I saw that the all of status LEDs are lit, but one on pin PWM0(HDD_ACT#) is more brighter then others. - I thought that there is only bootloader on the chip.
When I connected the device to my development PC via USB, happends nothing.

I'm tryed to investigate the problem:
1. In my original design, I'm using passive reset circuit, but it was too short and I increased it to ca. 10ms. Result: no change
2. I checked all the voltage levels, and it seems all is okay.
3. I'm using external oscillator with 1.5V supply. I checked the output signal, it's frequency is 40 Mhz, and the voltage levels are okay.
4. I'm tried to catch the SCLK signal on startup, but I didnt see any communication or clock on the SPI port.

The current consuption is different on every power on (different values betveen 100 and 140 mA). I thought, this and the continous lit of LEDs refers to some reset issue, but the increase of reset pulse does not resolvs the problem.
