SN65176B: Enable pin

I want to keep this device active.
Is it safe to always connect VCC(5v) to the DE pin?

    Yes, there is no issue for the SN65176B when tying DE to VCC (5 V).  However, this should only be done if your application involves simplex (uni-directional) data transfer.  If the SN65176B will need to receive data from other nodes (or if the other nodes need to communicate data via the RS-485 bus at any time), you would need some mechanism to disable the driver output so that the SN65175B output does not interfere with the outputs of other nodes.

    By the way, SN65176B is a fairly old device.  For new designs you may want to consider more modern transceivers such as THVD1500 (for data rates up to 500 kbps) or THVD1550 (for data rates up to 50 Mbps).  These devices are pin-for-pin compatible but have a number of improvements such as enhanced ESD/noise immunity, wider supply voltage tolerance, support for higher node counts, and integrated failsafe biasing.
