DP83869EVM: RX_CTRL and EXT_RESET_N question

Hi All:

I am using the Eval board to test out my Xilinx ZCU102 FPGA board. RGMII from Xilinx board to DP83869EVM to test out if I can ping with copper.  Using all default settings without needing to downloaded and installed the USB-2_MDIO software and driver.

My questioned are that based on the user manual, RX_CTRL default value is 0. However, when the board is received I noticed a jumper on J8 (RX_CTRL) and I assume it is tied to AUX_IOVDD. When I keep the jumper on I noticed my port has TX Packets but RX errors. When I take the juimper off, then both TX and RX are 0. No activity. Please advise ?

My second question,  I have connected all my RGMII interace to J14 and my MDIO and MDC to J15. I am not sure if I need to do anything with the EXT_RESET_N on the J14 connector. Or I can just leave it open?
