TS3USB3000: limitation between VCC and I/O level

Hi, 

My customer is having below question:

  1. As the datasheet describe all I/O pins to be in high-impedance mode when power is OFF, but how about the I/O pins state when VCC level is 0V~2.7V
  2. If any limitation between VCC and I/O level, for example, the I/O level(3.3V) is higher VCC level(2.8V).
