I'd like to know about which is the Ioh each pin or sum.

And then, What is the Ioh's conditions? VCC is 1.65~5V ?

    This is per pin. The total sum of the IoL/IoH per octal should be less than 100mA (this device has 2 octals so the total for the device limit is 200mA).

    Yes IoL/IoH conditions are between 1.65V to 5.5V. The Electrical Characteristics provides more detail as to what occurs when you draw more current at different Vcc levels. (More current pull makes the PFET of the output closer to saturation and thus generates a larger Vds resulting in a lower voltage seen at the pins output)
