I am doing a de-rating analysis on the TRS3232 RS232 line driver/receiver. What is the max voltage the caps see on V+(pin 2), V- (pin 6) and from pins 1 to 3 and 4 to 5?

The max voltage from pin 1 to 3 and 4 to 5 is one Vcc. The pin 2 and pin 6 voltage could reach 2x Vcc in theory however the regulator in the IC controls it to be less than the abs max (7V for V+ and -7V for V-). You may want to refer to this app note about how the charge pump works.
