Part Number: MAX3232
Which spec in the datasheet is related to the driving capability of MAX3232?
I didn't find the spec such as: maximum output current, maximum drive current and so on in the datasheet of MAX3232.
This is best specified by the minimum VOH/VOL specifications, which are given in Section 6.6 for a worst-case RS-232 load condition of 3 kOhm. You can see how these voltages vary with load current for a typical device by referencing Figures 1 and 2. Please let me know if this is unclear or if you have further questions.

1. Why does the output current change with the VOH? how does the output of the driver in MAX3232 work when the VOH changes ?

You could actually think of it the other way - i.e., the voltage reduces as the load current increases. This is due to the non-zero output impedance of the driver circuit.
