TUSB1044RNQEVM: Can't get this, or the TUSB544 EVM to work

I've got both a TUSB544 and TUSB1044 EVM and neither seem to be working. My setup is a Samsung Note 8 phone as the source, and Dell monitor as the sink. The cable connecting the two is a USB-C to DP cable. Without the EVM in the middle, the phone's display is shown on the monitor, as expected. Using either EVM, I can't get anything shown on the monitor. I tried every single configuration shown in the datasheet section 8.3 to no avail. I changed the DEQ and UEQ settings, and changed the SWAP pin. Again, nothing seems to be working. Am I missing something about how this EVM should work?

I hesitate to go there, but the design of the TUSB1044 EVM is poor. No CC communication occurs with an eMarked cable, yet an eMarked cable is needed for DP Alt Mode. Without an eMarked cable, CC comms occurs. This was verified by removing the TPD6S300 port protector and shorting across the CC and SBU pins. The capacitance of the port protector, when added up along with the eMarker and anything else in the system, must be above the USB PD limit of 600pF. Also, my EVM came with U6 and U7 removed, and blue wires connecting the D+ and D- nets across the empty footprint. 

Let me know if there are any tips as to how to get this EVM working so we can build it into our design.
