Did you flash a new configuration onto the EVM? Or is this the default configuration that came with the EVM?

I would recommend re-flashing the project file onto each of the power duo EVMs and see if the problem remains. You can read how to flash a configuration using the user's manual for the USB-C-PD-DUO-EVM and the default configurations are found within the application configuration tool. Click Project -> new project -> TPS65987D. You will see both files for the sink and source EVMs

What I believe is occurring is that there is no valid flash image being loaded onto the PD controller. Since there is no valid flash image, the GPIO's connected to the LEDs have no functionality and are not pulled up or pulled down, so the trace floats up and enables the LED.

In your screen capture, the notification says "SPI Flash to Device Failed Verification". In my mind, this means that the flash image is not being loaded properly.

So I would recommend trying to flash the EVM again following the users guide very closely, and if the problem remains. Ensure that BOTH EVMs are powered when you program (barrel jack on source board, type-C source connected to sink board), and that the jumper is connected to the correct setting for the board you are trying to program

Our product will be produced in August, and we need this EVM for function check as soon as possible.

If you have tried re-flashing the EVM and you still see the abnormal behavior, then I recommend ordering a replacement EVM
