DP83825I: what does "Link is good" in LED0 pin description mean

Hello experts,

My customer wants to activate PHY and CPU when a cable is connected.

Customer thinks to let PHY Active Sleep mode

Also, customer thinks to activate CPU by LED0 output because WoL feature couldn't be used..

In this case, what is the state of "Link is good"?

My expectation is that PHY will receive NLP from the link partner, PHY will become active, and after some negotiations, a voltage will be applied to LED0.

Another question related active sleep mode is what  is the state of "Active but not Link" in power consumption value in the datasheet?

Is it a situation that 'there is no cable detected but not in active sleep mode' or 'a cable is detected but there is no communication'?
