DP83TC811R-Q1: USB to BRR adapter, network cable not connected

Dear TI Team,

we have built a USB to BroadR-Reach adapter. We use a USB MAC in MII mode with external DP83TC811R-Q1 PHY.

this is how the devices should behave:
PC detects USB to Ethernet adapter, unidentified network. After connecting the adapter to slave/master, the activity LED starts blinking/lighting.

We have the following problem:
Approximately half of the devices behave differently, but all the same way.
PC detects USB to Ethernet adapter, "network cable removed".
after connecting with opposite side nothing happens.

Electrically, the adapters behave the same as long as the BroarR-Reach cable is open. We can exclude short circuits, ESD problems in this amount would be very unusual.

Do you have an idea what could be the reason for this behavior?
